Had more than one employer in 2026? Those employees don't qualify for substituted filing and must file their own BIR Form 1700. Tell them in January, not in April.

03 · What changed since last year-end

Four updates that affect this year-end

  1. De minimis ceilings went up

RR 29-2025 raised them from January 6, 2026: rice to ₱2,500 a month, Christmas gifts to ₱6,000 a year and more. See the rates & rules.

  2. Two big BIR deadlines land on a Sunday

The 1604-C and alphalist move to Monday, February 1, 2027. The BIR copy of Form 2316 moves to Monday, March 1, 2027.

  3. Unsigned 2316s won't pass

The BIR's copy must carry the employee's signature (RMC 29-2024), sent with the notarized Annex C and Annex F.

  4. Minimum wages went up in NCR and CALABARZON

NCR is now ₱755 from September 26, 2026 (Wage Order NCR-28), while NCR-27 is on hold in court. In CALABARZON, Wage Order IVA-23 adds ₱25 to ₱45 a day, up to ₱645, from 15 days after publication.

Still paying the ₱500 Annual Registration Fee? You can drop it. It was abolished in January 2024 under the Ease of Paying Taxes Act (RA 11976).

Notice a pattern?

Most of these checks are really about chasing data.

Missing 2316s, late overtime, movements nobody logged, TINs that don't match. Payroll is the last step in a long data chain, so every gap upstream lands on your desk at year-end.

How data flows into payrollAttendance, leave, overtime, employee changes, salary changes, allowances, deductions and approvals all feed into payroll, which produces the 13th month, the annualization and the alphalist and 2316. A late overtime correction flows through untouched and only shows up when the alphalist does not balance. Attendance Leave Overtime Employee changes Salary changes Allowances Deductions Approvals Payroll 13th month Annualization Alphalist & 2316 ! Doesn't balance
Everyday changes feeding payroll One late overtime correction, passing through untouched until the alphalist doesn't balance

There's always a better way

Fix the data at the source.
Catch the rest before payday.

PeoplesHR keeps attendance, leave, overtime and employee changes connected to payroll, so far fewer of these checks land on your desk in December.

And anomaly detection flags anything unusual before you run payroll, not after payslips go out.
